Rules on Issuing Ukraine's Entry and Transit Visas approved by the Decree of the Cabinet of Ministers of Ukraine no.118 of 1 March 2017 (in Ukrainian and English);
transit (B type) visas. B type visas are issued in cases where a foreigner/stateless person intends to transit through Ukraine and each transit period does not exceed 5 days. B type visas are issued as single / double / multiple entry visas valid for a maximum of 1 year or another period depending on supporting documents.
short-term (C type) visas. C type visas are issued in cases where a foreigner/stateless person intends to stay in Ukraine for up to 90 days within every 180 days. C type visas are issued as single / double / multiple entry visas valid for 6 months or another period depending on supporting documents but cannot be issued for more than a 5 year-term.
long-term (D type) visas. D type visas are issued in cases where a foreigner/stateless person intends to apply for a temporary residence permit to stay in Ukraine for more than 90 days. D type visas are issued as multiple entry visas valid for 90 days.

Please fill in and register your visa applications for the relevant Embassy/Consulate/MFA division at an airport/Visa Centre online at visa.mfa.gov.ua. The last stage of your Visa application registration is booking an appointment with the visa officer of the Embassy/Consulate.
Registering, printing, signing and bringing your visa application form along with your supporting documents will make the application process easier.
The visa application can be submitted within 90 days perion before the intended date of arrival in Ukraine. The visa application received before the mentioned period will be returned to the applicant.
According to Ukraine’s Visa Rules all applicants should provide the following documents in order to apply for their visa:
1. passport/travel document which should comply with these requirements:
be valid for at least 3 months after the intended date of departure from Ukraine;
have at least 2 pages free from any visas/marks/stamps;
be issued for no more than 10 years.
2. printed and signed visa application form (please see MFA advice on visa application registration above);
3. 1 applicant’s photo (35x45 mm);
4. proof that the applicant is a holder of (or is entitled to benefit from) a valid medical/travel insurance policy to cover Ukraine and the period of stay (the policy should provide a minimum of €30 000 or equivalent coverage). Holders of diplomatic/service passports are exempt from this requirement;
5. proof of sufficient funds to cover the costs of stay (e.g. bank statement for 2 recent months, cash in Ukrainian hryvnia/other convertible currency, bank cards along with current/savings account balance statements provided the bank cards can be cashed in Ukraine, hotel/accommodation booking, letter from the applicant’s employer/sponsor confirming their coverage of applicant’s expenses in Ukraine, a return/transit ticket etc). Holders of diplomatic/service passports are exempt from this requirement. For more details on this requirement please see the Procedure for Providing Sufficient Funds by Foreigners and Stateless Persons Entering, Staying in, Transiting through or Leaving Ukraine approved by the Decree of the Cabinet of Ministers of Ukraine no.884 of 4 December 2013 (in Ukrainian).
6. paid visa fee receipt (unless stipulated otherwise by Ukraine’s legislation or Ukraine’s international treaty).
Please note that in cases where applicants reside in a country that is different from the country of their nationality/citizenship Ukraine’s Embassies/Consulates abroad may only be able to accept visa applications from applicants holding valid temporary/permanent residence documents (long-term visas/residence permits or their equivalents etc.).
Along with the mentioned documents applicants are expected to submit documents confirming the purpose of their planned visit to Ukraine:
for transit (B type) visas – one of the following:
visa for another country (if required) and tickets;
document(s) confirming that passengers/cargo are to transit through Ukraine by car/coach;
international carrier license issued by the relevant authority of a foreign state
for short-term (C type) visas – one of the following:
C-01 visa-business
letter of invitation from a legal person registered in Ukraine, presented on the official letterhead, containing indication of the number assigned in the Unified State Registry of legal entities, individual entrepreneurs and citizens’ associations, registration number, address, date and signature, full name of the invited person, information about his/her date and place of birth, nationality, passport details, place of residence, purpose of visit, duration of intended visit to Ukraine, number of entries and place of stay in Ukraine, legal person’s obligations towards possible costs related to the invited person’s stay or departure from Ukraine;
С-02 – private visit
proof that a foreigner or stateless person is a spouse, parent or child of a Ukrainian citizen (document or certificate issued not in Ukraine should be apostilled or legalized);
or
notarized letter of invitation from a physical person – Ukrainian citizen, foreigner or stateless person who legally reside, temporarily or permanently, in Ukraine. Invitation shall contain full name of a physical person, details of his/her passport and temporary or permanent residency permit (for a foreigner or stateless person), address, and full name of the invited person, information about his/her date and place of birth, nationality, passport details, place of residence, purpose of visit, duration of intended visit to Ukraine, number of entries and place of stay in Ukraine, physical person’s obligations towards possible costs related to the invited person’s stay or departure from Ukraine. The invitation shall be appended by copies of a hosting person’s passport and temporary or permanent residency permit in Ukraine (for a foreigner or stateless person);
or
proof that a foreigner or stateless person owns immovable property on the territory of Ukraine;
С-03 – official visit
letter of invitation from a government body, government institution, state enterprise or government organization;
С-04 - transportation of goods and passengers
contract on transit carriage of cargo or passenger by automobile transport, and license for international freight;
С-05 – visit of persons of Ukrainian descent
Ukrainian foreigner’s ID. A spouse of a Ukrainian foreigner and his/her children shall submit proof of kinship;
С-06 - tourism
documents confirming that the purpose of travel is tourism (tourist voucher, prepaid tour or tourism activity confirmation) in addition to this hotel or apartment booking confirmation is required;
С-07 – medical treatment
letter of invitation from a healthcare institution;
С-08 – investment activities
document attesting to foreign investment activity, according to the legislation on foreign investment regime on the territory of Ukraine;
С-09 – cultural, scientific, educational, sport activities
letter of invitation from a government body, government institution, state enterprise or government organization
or
invitation from a legal person registered in Ukraine, presented on the official letterhead, containing indication of the number assigned in the Unified State Registry of legal entities, individual entrepreneurs and citizens’ associations, registration number, date and signature, full name of the invited person, information about his/her date and place of birth, nationality, passport details, place of residence, purpose of visit, duration of intended visit to Ukraine, number of entries and place of stay in Ukraine, legal person’s obligations towards possible costs related to the invited person’s stay or departure from Ukraine;
С-10 - religious
letter of invitation from a religious organization agreed with a government agency that registered the charter (regulation) of a corresponding religious organization for a short-term stay with the purpose of preaching a set of beliefs, performance of religious rituals or other faith-related activity;
С-11 – mass media staff visit
request from a foreign mass media about issuance of visa for a foreign correspondent or representative of a foreign mass media who enters Ukraine for a short-term stay with the purpose of performing job-related responsibilities;
С-12 – official visit (upon request of the foreign authorities)
visa Request from government bodies of foreign states and international organizations (intergovernmental);
С-13 foreign observers missions
order of the Central Election Commission on registration of official observers from foreign states and international organizations for presidential elections, parliamentary elections, local elections and national referendums;
С-14 – attending a funeral of a close relative in Ukraine
proof of participation in the funeral of a close relative
С-15 – foreign or fomestic policy intertests/ exceptional cases
letter of invitation from a government body, government institution, state enterprise or government organization;
С-16 – elimination of an accident/emergency aftermath
letter of invitation from a government body, government institution, state enterprise or government organization;
С-17 – flights of international aircafts pilots/crew members
relevant documents
for long-term (D type) visas – one of the following:
D-01 - immigration
a copy of the Permission to immigrate in Ukraine arranged by the State Immigration Service of Ukraine.
D-02 family reunion with a person granted a refugee status or temporary protection in Ukraine
proof that the applicant is a family member to a person who has been granted refugee status in Ukraine, or a person in need of subsidiary protection who has been granted subsidiary protection in Ukraine.
D-03 – diplomatic/official stay
request from competent authorities of foreign states or international organizations to issue visas to employees of diplomatic missions and consular posts, international organizations and their representations who enter Ukraine for a long-term stay with the purpose of performing job-related responsibilities, and their family members;
D-04 – employment at Ukraine`s company/organization
employment authorization document (DOZVIL NA PRATSEVLASHTUVANNIA) in the name of the applicant issued by The Ukrainian State Center of Employment and obtained for him/her in advance by an employer in Ukraine. Foreigners and stateless persons whose employment, according to the law, is not subject to employment authorization shall instead submit an employment agreement (contract), and persons with foreign Ukrainian status shall submit an employment agreement (contract) and foreign Ukrainian’s ID.
D-05 – implementation of International technical assistance profects in Ukraine
original letter of Invitation from Ukrainian government institution, state enterprise or organization which is a recipient of International technical assistance as well as the confirmation of registration of the International technical assistance project;
D-06 – religious/missionary activity in Ukraine
an original letter of invitation from a Ukrainian religious organization for a foreign missionary must contain or be accompanied by a written confirmation under the signature and seal of a responsible official of the Ministry of Culture of Ukraine on Religious Matters or of the department on religious matters of a regional or city administration depending on where the sponsoring organization is registered;
D-07 – employment at a foreign non-governmental organization (branch/office) registered in Ukraine
this visa type is temporarily suspended and replaced by D-08 visa ⬇️;
D-08 – employment at an office of a foreign company registered in Ukraine
an Original letter of invitation from a branch office, division, representation of a foreign business operator, as well as the confirmation from the Ministry of Economy of Ukraine about the registration of the branch of foreign company;
D-09 – employment at an office of a foreign bank registered in Ukraine
an Original letter of Invitation from the branch of foreign bank as well as the confirmation from the National Bank of Ukraine about the registration of the branch of foreign bank;
D-10 – implementation of cultural, scientific, educational, sport projects in Ukraine
letter of invitation from a relevant government agency responsible for implementation of cultural, educational, scientific, sport, or volunteering programs for participation in which a foreigner or stateless person arrives in Ukraine, or letter of invitation from an organization or institution that engages volunteers in their activity, information about which is placed on the official website of the Ministry of Social Policy of Ukraine, accompanied by the copy of state registration certificate of this organization or institution;
D-11 – employment at a foreign mass media branch/ office in Ukraine
request from a foreign mass media outlet about issuance of visa for a foreign correspondent or representative of a foreign mass media outlet who enters Ukraine for a long-term stay with the purpose of performing job-related responsibilities.
D-12 – founder and/or participant of beneficial owner
documents proving a foreigner or stateless person is the founder and / or participant and / or beneficial owner (controller) of the legal entity
D-13 - study
an original letter of invitation to study issued by a higher education institution and registered according to the procedure established by the Ministry of Education and Science of Ukraine;
D-14 – family reunion with the Ukraine`s national(spouse visa)
original Certificate of Marriage with a citizen of Ukraine (please attach copy of your spouse passport). Document or certificate issued not in Ukraine should be apostilled or legalized;
D-15 – family reunion with a foreigner resining in Ukraine upon permanent residence permit
document of the person who is a relative of the foreign citizen, the holder of Ukrainian Permanent/Temporary Card as well as a copy of Permanent/Temporary Card;
Ukraine’s Embassies/Consulates abroad process visa applications and make visa decisions:
- in up to 5 working days from the day of application within expedited service (specific number of days to be defined by each Embassy/Consulate); Processing time of an application filed within the expedited service may be extended for up to 90 working days if additional checks are needed during the martial law in Ukraine.
- in up to 10 working days from the day of application within regular service unless stipulated otherwise by Ukraine’s international treaties. Processing time of an application filed within regular service may be extended for up to 90 working days ifadditional checks are needed during the martial law in Ukraine.
Ukraine’s Embassies/Consulates abroad charge 65.00 USD - 1080.00 ZAR (basic visa fee) for processing visa applications via regular service. Fees are doubled for all applications filed upon expedited service.
Visa fees for certain visa types for applicants from certain countries might differ from basic visa fee above due to reciprocity principle. Please see reciprocal fees.

Fees are not refunded in case of visa refusal.
On June 4, 2015 the Cabinet of Ministers of Ukraine adopted the Resolution № 367 “Procedure for entry to the temporarily occupied territory of Ukraine and exit from it”, which regulates, apart from other things, the entry and exit of foreigners and stateless persons, taking into consideration the Law of Ukraine “On guaranteeing the rights and freedoms of citizens and the legal regime on the temporarily occupied territory of Ukraine”.
According to the Procedure the entry of foreigners and stateless persons to the temporarily occupied territory of Ukraine and exit from it is allowed only through the checkpoints foreseen by this Procedure with presenting a valid passport and special permission issued by the territorial body of the State Migration Service of Ukraine.
The list of checkpoints is listed in Appendix 1 to the Procedure. Persons, violating the order of entry to and exit from the temporarily occupied territory of Ukraine, set by this Procedure, will be brought to justice.
Ministry of Foreign Affairs of Ukraine once again emphasizes the need to comply with the valid procedure of visiting the Autonomous Republic of Crimea and Sevastopol.

Step 4. Pay the fee
- single entry e-Visa - 20 USA dollars
- double entry e-Visa – 30 USA dollars.
In the case of urgent procedure, the fee doubles.
